Yo. Theres 2 types of instalation lights which you can meet

First

You downloaded some lights, unrar archive and there you should see 2 files (like on screenshoot)

You need now just copy&paste vehicle.txd to rockstar games/GTA San Andreas/models/generic directory and work done.

But in some cases you can find just a one file named vehiclelights128, so now you must download program called TXD Workshop

1.
Open TXD Workshop, click on Open TXD, and choose vehicle.txd from rockstar games/GTA San Andreas/models/generic

2. Now TXD Workshop should open the file, look for vehiclelights128 then use import (in my case on screenshoot thats NitroN's lights) and choose the vehiclelights128 from downloaded new lights.

3. Now Just click on Save and close program - work done.
